These items are much more often cited as a cause than three years ago, Nibud says in the report Money in practice in 2015 (.pdf).
Three years ago people called a sloppy administration and overspending as the main cause for the arrears. Nibud is worried about this development because loans due to higher fixed costs are more difficult to solve.
In 2012 above 10 percent with arrears high health care costs as a cause, now it is 22 percent. The number of people who say to have high fixed costs arrears has almost doubled. A third major cause of debt is a drop in income.
Government policy
Nibud calls the worrying development. "These results should be a clear signal to politicians. Higher co-payments for health care, higher deductibles and higher rents are the result of government policy."
The number of people with payment problems remained about the same. Two thirds of the households sometimes has a debt, one in five is facing serious debt.
