These are people that are potentially dangerous because of their disorder.
Because mental health institutions can not offer invited security, these patients are moved increasingly to a TBS clinic. Recording in a TBS clinic in such cases meant as a cooling off period and then go back to a psychiatric hospital, but a patient should stay for five years in a TBS clinic.
Foundation Patient Counsellor and three judges are worried because the patients' rights are at stake.
It is stigmatizing for patients to be locked in a secure hospital, say the judges at NRC. It can also lead to 'inequality'. Patients in mental health care in principle, more freedom than in a TBS clinic. There are no high fences around them, they have more visiting hours, to a mobile phone and a counselor. But in forensic hospitals, with the highest security level, those rights may be limited.
