Such a garden can only come if the cannabis law was modified.
The Association of Dutch Municipalities (VNG) and a majority in the city council were in favor of the garden. The experiment with regulation of cannabis cultivation would be a good weapon in the fight against crime in the city.
PvdA Schneiders, the summer still Haarlem mayor and chairman of the working group which studied cannabis cultivation, seeing a system of licenses for the sale and production of marijuana. Entrepreneurs are then screened and can then be licensed under certain conditions. The operators should provide information on soft drugs.
